Sudanese -Russian Relations ..... Challenges and Aspirations

Port- Sudan ( Sudanow) Relations between Sudan and Rusia are firm and long-standing due the second (Russia ) is a powerful economically and military on international levels. On importance of consisting strong bridges with Russia and cooperation relations for sake of Sudan's benefits. ( Sudanow ) conversed to the economic expert Dr. Adel Abdul Aziz al- Fakehe who said’’ Cooperation with Russia is not an adversary of any country and does not considered a threat to any part. In last period of Former Russia relations between Sudan was perfect. In period of ex- president Ibrahiem Aboud (sixties), Russia built two superb silos in Al-gadaref and Port- Sudan. During Ex- president Al-Nimri (seventies) Russia was the main weapons supplier to Sudanese army. And all of us remember the most famous Russian tank) T55) addition to ammunition factory that later developed to Military Industry Corporation. Besides buildings around General Headquarter had been built by former Soviet Union such as Security apparatus ‘s building, the building of ministers Cabinet and National Research Center.

On political level, there are a joint presidential Committee and a joint Ministerial Committee. The last meeting of the Sudanese- Russian joint presidential committee, which was chaired by Mr. Malik Agar from Sudanese side and Mr. Sergey Viktorovich Lavrov minister of foreign affairs, who is officially considered the second man in Russia after President Putin, were in last July 2024. The presidential Committee discussed number fields of common corporation between the two countries including fields of electricity, energy, water resources, minerals, oil, transportation, communication, information technology, infrastructures, environment, agriculture, and industry. Besides, prospects of developing trade, investment corporation in fields of Banks and corporation between private sector in two countries.

’’ Following meetings of the joint presidential Committee, delegation from Central Bank of Russia visited Sudan in 17-18 of last August 2024 in through tackled abilities of adopting national currencies in commercial dealings between the two countries’’ Dr, Adel said and according to his information no implementation has been carried out in this matter, despite its almost importance’’. 

Nowadays media concentrated on sub-subject, the matter of demanding Russia to allocate a costal fueling station in Port Sudan to the Russian Fleet. Sudan agreed an initial approval and application is under studying from the Sudanese side, but it is expected that arenas with Russia will extend more than this sub- issue.

Recently in (September 2025) were hold meetings of a joint Ministerial Committee chaired by minister of minerals of both countries. We look forward for getting advantages from these meetings to Sudan particular in this critical situation, while Russia is an economic great state that its national income reached to 4.027 trillion $ and ranked sixth internationally.

Sudan and Russia signed in previous periods several agreements and memo understanding, the most prominent of them was in the technology of transforming oil gases to liquid gases. It is a unique Russian technology will be vital addition to Sudan’s oil production. Besides, agreement in field of gold and other minerals exploration, an agreement on aerial photography on land and at sea and an agreement on the acquisition of bakery and a technique to cook bread from flour mixed between wheat and corn. We hope to motivate these agreements and start implementing.

Concluding his speech, Dr Adel noted to (Sudanow) ‘’ some fields of corporation could realize huge benefits and are recommending to coordinate with Russian side include, rehabilitate and moderate the recent grain silos and build new storage containers. The recent silos in Al-gaderif and Port – Sudan will rehabilitate to expand its storage capacities from 150.000 tuns to 600.000 tun. And to build new silos of capacity million tun and this more benefited to cooperate between the two countries for two reasons: first, the big capacities’ to store grains in Sudan is vital and strategic topic and necessary requirement of Sudan food security. Second, is the symbolism of re- modernization by Russia, because silos of Port-Sudan and Gedaref were built by former Soviet Union in 1960 and thus re-modernization by Russia, the heir of former Soviet Union, is symbolic of the depth relations between the two peoples for decades. 

Seconds, a matter of great strategic importance for Sudan is the Russian suggestion of utilizing from Russian technology in field of navigation systems via satellite of (GLONASS) in order to consist a national system of Rapid Response in emergency , systems of leadership and control for Armed Forces, The Police Bodies, Special Security Services , Vehicle Monitoring , locating and control natural resources . As it well known that Russian navigation system (GLONASS) via satellite registered ranks in second stage internationally after the American system (GPS) and before European system (Galileo ) and Chinese system (Beidou), what represents vital necessary due to official sanction on Sudan from American system (GPS) in some fields.   

Third, we now need to focus on trade with Russia. Nowadays, commercial exchange with Russia is less than 110 million $ per year, while Russian exports about 640 billion $. Thus Russia’s relations strained with USA and number of European states and because of declining rate of commercial and economic dealing with them, it is great opportunity for Sudan to open field of exporting meets, vegetables and fruits to Russia
