Al-Burhan Announces Approval to Provide Guarantees to Protect the Safety of Participants in the Sudanese Dialogue

Khartoum (Sudanow) — Chairman of the Sovereign Council and Commander-in-Chief of the Armed Forces, General Abdel Fattah Al-Burhan, affirmed that the Armed Forces remain committed to completing the liberation of Sudanese territory from what he described as the “abhorrent rebellion” of the Al-Dagalo militia.
In a speech marking the 72nd anniversary of the Sudanese Armed Forces, Al-Burhan said that the genuine determination and clear resolve to fight and defeat the rebel militia did not mean turning a blind eye to any sincere initiative for peace.
“Our efforts in this regard have never ceased since the early months of the rebellion,” he said, stressing, however, that Sudan would not accept “an incomplete peace or a peace that would return the criminals, killers, the Al-Dagalo militia and its supporters to power or enable them to participate in it.”
He said Sudan’s position had been clear since May 2023: the path to peace begins with the militia laying down its weapons, assembling in designated areas, and allowing citizens to return to their communities, with normal life, essential services, security, protection and monitoring restored. The status of non-criminal combatants could then be addressed, he added.
On the political front, Al-Burhan said that, in recognition of the national and sectoral forces that had supported the Sudanese state, its unity and institutions, steps had begun to involve them in completing the state’s governing institutions, including the legislative council, which he described as a constitutional entitlement.
Against the backdrop of the current political crisis, he said a group of Sudanese men and women had independently launched an initiative based on the firm conviction that overcoming the crisis could only be achieved through an exclusively Sudanese dialogue originating from within the country and encompassing all political and societal forces, with citizens’ suffering and their right to peace placed at the forefront of its objectives.
The group, he said, had presented its vision for an independent national mechanism to facilitate an inclusive Sudanese dialogue aimed at achieving broad national consensus and putting the country on the path toward stability.
Al-Burhan confirmed that the group had emphasized its independence and openness to all parties and had requested a number of guarantees from the state to enable the dialogue to take place, facilitate the participation of its various stakeholders and ensure their safety.
He said he had approved these guarantees, affirming the state’s readiness to provide the necessary logistical support, as well as legal, political and security guarantees.
At the same time, Al-Burhan stressed that the state would not organize the dialogue, determine its agenda or dictate its outcomes, in order to preserve its independence and safeguard its national credibility.
