In Sudan, the art of dealing with the public is of particular and exceptional importance, given the current circumstances and challenges that require strengthening trust between citizens and civil service institutions and elevating administrative practice to make it more flexible and humane.

Key Dimensions of Dealing with the Public in the Civil Service

The psychological and social dimension requires taking into account the stressful circumstances that citizens may be experiencing when visiting an institution. Active listening and a welcoming reception are essential to reducing tension and providing reassurance.

The professional and ethical dimension involves adhering to public service ethics, including integrity, fairness, and impartiality. Public servants must recognize that their positions are a responsibility and a trust, not a position of authority or privilege.

The procedural and organizational dimension focuses on simplifying procedures and reducing paperwork to save time and effort. It also requires clearly stating the requirements and conditions for each service to prevent inconsistencies or reliance on verbal interpretations.

Key Principles and Skills Required of Public Servants

Welcoming and courteous reception begins with an appropriate greeting, open body language, and a reassuring expression that helps enhance the service user's satisfaction.

Active listening means giving citizens sufficient time to explain their transaction or problem without interruption, while confirming a proper understanding of their request.

Self-control and anger management require emotional resilience and complete calm in tense situations or when dealing with angry visitors, without becoming emotionally involved.

Transparency and clarity involve explaining the steps of a transaction accurately. When a transaction cannot be completed, the employee should courteously clarify the legal and administrative reasons.

Real-World Challenges and Proposed Solutions

Crowded offices and work pressure can be addressed by organizing waiting areas, activating electronic queue systems, and distributing tasks efficiently among employees.

Insufficient training and professional development can be addressed through continuous workshops and training courses on social communication skills, administrative etiquette, and crisis management.

Routine and bureaucracy can be reduced through service automation and the partial or complete adoption of digital transformation, which helps limit reliance on paper-based transactions and facilitate access to services.
