Statement by the Ministry of Foreign Affairs of the Republic of the Sudan
At a time the Addis Ababa negotiations between the Government of the Republic of the Sudan and the so called Sudan Liberation Movement (SPLM-N), for reaching a negotiated peaceful solution to the problems of South Kordufan and the Blue Nile , and at the time the delegation of the Government of the Republic of the Sudan was showing every possible seriousness and keenness to come out with positive results out of this round of negotiations, focusing on a declaration of cease fire, at such a time , the so called Sudan Revolutionary Front- which groups the SLA and the so-called Justice and Equality Movement JEM- carried out a series of terrorist attacks on a number of villages and towns, in South Kordufan and North Kordufan states, that are devoid of any military garrisons, of which the town of Um Ruwaba and its surroundings and the town of Abu Karshula, targeting the public utilities such as the water and electricity stations, the communications, mosques, banks and market places a matter that resulted in the martyrdom and injury of a number of unarmed citizens, including students of koranic schools in the region and policemen who were carrying out their duty in the protection of civilians and public properties and utilities.
The aggression also targeted private citizens' properties, the banks and service stations. These aggressions have created a state of terror and fear among the civilians and spurred the displacement of a number of them particularly that the area is one of the safest and enjoys dynamic trade and economic activities.
This coward terrorist aggression that sought to widen the active military area diameter and its consequences of humanitarian suffering and displacement, reaffirm what the ministry of Foreign Affairs has been drawing attention to that the SPLM-N and its allies of JEM and SLA are in fact the greatest threat to peace, stability and to humanitarian situation in south Kordufan, Darfur and the Blue Nile and the whole region.
The terrorist aggression denude the attitude of the SPLM-N and its allies in using the unarmed civilians as human shields and of making use of the humanitarian suffering resulting in from such criminal activities to achieve their narrow political objectives, paying no heed for the futile killing of civilians and squandering of resources.
In face of such a situation, the ministry of Foreign Affairs, calls on t he international community, the international and regional organizations top of which the
African Union an the Unit ed nations as well as the states Members of the United nations security council to take the following steps:-
- Clear and frank condemnation of these terrorist aggressions and stressing rejection of military option as a means for achieving political objectives.
- Commit the North sector and the so-called Sudanese Revolutionary Front to immediately cease all military operations in preparation for the resumption of new round of negotiations between the government of the Republic of the Sudan and the SPLM-N, as the vision of the government of the Sudan was quite clear since the beginning of the negotiation that it was imperative to declare a comprehensive ceasefire that will set the ground for the treatment of other file while the North Sector rejects such an approach, as it was hiding military escalation intentions
- Reactivation and implementation of the decision of the lake states Summit meeting of December 2011 which classified the so-called JEM and SLA Movement as negative forces that threaten the security of the region and which government of the region should not deal with nor allow their elements exist in their national territories, let alone assist them. We would like to remind in this context with the meeting of the so called Sudanese Revolutionary Front which was hosted by Kampala in January this year and in which the so called the news dawn charter was declared and which called for the toppling of he government by means of military means, such n attack is an implementation of the resolution of that Kampala meeting, proof is their participation in this terrorist aggression.
