A Theoretical Introduction to Political Modernity for Change

Khartoum,(Sudanow)-The world changes, and so does the human being, with the change of time and also with the change of thought, method and action. This is the mode of the universe and an innate disposition of objects and human-beings. Even mountains change by factors of time and climate, although it was long believed that they do not change. It is odd that some individuals and peoples remain quiescent in an immemorial past and insist on things and such words basics, principles, origins and legacies.     


This is an introduction to four successive papers which we hope will be increased in the future by the author or by others who believe in change for making the human being more humane than before and for assisting the human being to benefit from God’s signs in the universe which remain unexplored except in the minds of the knowledgeable.


Despite the comprehensiveness of the issue on the international, regional and national levels and despite the spectacular political modernity accomplishments in the first world which were a fruit of thinking and innovation followed by action, a tremendous effort  has been exerted for application of this mankind innovation to the political situation in the Sudan. I sincerely hope that everyone would contribute, according to everyone’s capacity, to laying down the fundamental bricks of a building without which the Sudan will remain secluded in the forgotten bottom of the universe.


The response to a question on the need to the research on change and application of the political modernity as a start for the big project (thought followed by action) is ready every day, even every hour to everyone who is of good eyesight and open mind and heart. The international institutions each present report on indications of human development, transparency, human rights, competitiveness, business performance, achievement of the millennium development goals, etc. In each one of these indications, the Sudan below the list along with Somalia, Afghanistan, Yemen and Bangladesh with no progress, even one point, is achieved over all years. What is more lamentable than this fact is that we read, regret and forget and none of us beats a drum or blows a whistle or even writes an article as a warning or a reminder that may awaken the faithful ones amongst us. 


The reader will continuously find sharp criticism of the primary reasons that have plunged the Sudan into this historic and future crisis if we remain passive. This criticism is not rejection of what has occurred in time, place and circumstances but it is for the lack of the alternative and absence of the future and lack of desire by beneficiaries of darkness – darkness of minds- in moving the community towards the noble, humane goals and for serving both the heavenly and earthly missions.      


This criticism also inspires self0developed intellectual models that have occupied a prestigious place in the world as they are different and more advanced than the previous models. Our political institutions have failed in discharging their roles and it is now high time (maybe late) to correct the current image of our country and to take care, in particular, of the new generation which is the future hope of the nation and which took a remote position from the elders.


We have not tried self-punishment and have not downplayed for a moment the capacity of our youths in surmounting the miserable and despicable past. We have not, for a moment, belittled our right to reshaping our Sudanese human-being in the way we intend. Moreover, the political modernity project cannot be a transplant of models which were not tailored for us. All this requires of us to reconsider many of what we consider as incontestable political principles which have led to this despicable situation.  


The Sudan and the Sudanese deserve of us toil and diligence, they even deserve of us, in the call for political modernity, every invaluable and precious thing, soul and blood as everything in this world is taken by struggle. The position and capabilities of these people and country do not deserve to be deprecated as their rulers used to practice over years. This was what has motivated us –and others- to advocate change, beginning with political modernity and its supplements.


              Signs of the absence of the modernity awareness in the Sudanese political thought


1-Prelude:


The political modernity term has been and is still of a cardinal importance in each new stage the community passes through and for this reason we are exerting a tremendous effort for demonstrating the signs of its absence the resulting repercussions on the future human life. And as the political modernity field is a transition from the known to the unknown (or expected) entity which will arise, the scientific inevitability will have an inlet in renewal of the conditions of this modernity and results.


And as time is always moving forward, the human-being must also move forward but not much faster or slower than his time and live within it and adjust with and fulfill its terms and conditions. Hence, fanaticism for one period or another requires reconsideration and a new forecast of its consequences on the overall political performance.


2/Essence of the crisis


The political atmosphere now surrounding us presents the crisis as follows: There is a crisis connected with a set goal (or goals) which we have not achieved. This unachieved goal can be reached in norms practiced by the political during colonization or we practiced for awhile just before thegreat retrogression (to the past) but the achievement cannot be feasible because the time lag has exceeded three centuries (1800-1900-2000).


The crisis that can be a topic of discussion is a crisis of innovation or revelation of a specific political case. The political crisis is a state of cessation of decline in the development of the political bodies and can therefore be considered in a scientific way. The political innovation is the establishment of a new political body from already existing components but through an original structure that has not previously been expounded.  


3/Signs of the absence of the political modernity awareness


In order to avoid prolongation, we are going to mention hereunder the distinct signs of this absence:-


-Continuous contravention by the ruling political parties and military cliques onto the originally weak institutions of the state


-Absence of the think-tank unit and multiple schools of logic and understanding of the definition of politics and its relationship with the community in the context of the relationship between the ruler and the ruled.


-Multiple verbal political references and non-existence of written references


-Unclear relationship between the political practice and the socio-political reality


-Absence of a political though product committed to the change that copes with the mobility of time and the Sudanese human-being and his surrounding internal and external conditions.


-Our youths and we today re4ad a political message that is related to the medieval age, its methods and concepts and presents purports which were bypassed by the history of the Sudanese nation; and we do not want to speak in detail about what is known and understood.


-The fish justice still prevails and the strong swallows the weak and the law punished the weak and leaves the strong in a clear and daring way.


-The political leadership is still eternal in all parties, including the ideological ones.


-Defections and counter-defection and switching to another party continue to be practiced with no controls due to the absence of institutional democracy within those parties


-Lack of the culture of constructive and objective dialogue that respects the other opinion and works for implementing issues of agreement and postponing issues of disagreement. 


4/Is there light at the end of the tunnel?


Yes. And this was what has motivated us to advocate the political modernity project for changing the concept and modernizing the terminology and respecting the thought and political practice because what is happening now is, as others say, addiction of failure and testing what is already experienced. Some has gone as far as saying that the Sudan is nor prepared for welcoming neither good nor evil, indicating failure of the political administration of all kinds and of different times in addressing the scarce or heavy rainfall and its consequences.
