Washington’s call for donors’ conference in support of South Sudan an attempt to salvage its economy-FM

KHARTOUM, (Sudanow)—The Sudanese Ministry of Foreign Affairs has considered a call by the United States of America for convening a donors’ conference in support of South Sudan as an attempt to salvage the economy of the newborn state from collapse by securing emergency assistance.
Foreign Ministry Spokesman Obaid Ahmed Murawah said in an interview to SUNA news agency that the call for an economic conference for the South Sudanese state was made by former US special envoy to Sudan and South Sudan Princeton Lyman probably for securing an emergency assistance to that state to avert an imminent collapse of its economy. It is a common knowledge that the South Sudanese economy is experiencing real difficulties as a result of halting production of its petroleum. The international community and the US have been keen of resolving the differences between the Sudan and South Sudan for enabling the latter to export its oil and secure the needs of its people. This attitude has encouraged South Sudan to take a hard-line on non-implementation of the accords, breaching the last September cooperation agreement that was signed by the two presidents which provide for implementation of the eight accords in one go.
The spokesman said the Southern state backtracked on implementation of the security deal while the Sudan insisted on its position of implementing all the agreements as one package, thus bringing the South Sudanese economy to the brink of collapse. He predicted that the conference, which is proposed to be held in Washington next March, would have “a negative impact” on the peace agreement, arguing that provision of support to a state with economic potentials that enable it to manage its economy would encourage that state to continue with its stubbornness of declining to fulfill its security commitments with the Sudan.
“We expect of the US to exert pressures on South Sudan to comply to commitment with what it has previously agreed on,” said Murawah, labeling the proposed conference as sort of supporting “the rejectionist or negative positions” of the South Sudanese state.
The Sudanese Foreign Ministry spokesman would not rule out that the conference idea was suggested by lobby groups which exercise pressures on the US Administration to ward off collapse of South Sudan, a situation which would frustrate plans by the groups which contributed to creation of this state and to supporting the rebellion well before independence of the Sudan.
With respect to persistent resolutions the UN Security Council has been issuing for internationalizing the Sudanese issues and taking them out of the African context and the extent of success by the Sudan in aborting those plan, Murawah told SUNA that the successive US representatives to the UN Security Council in the past years have assumed positions characterized by hostility towards the Sudan. In this backdrop, incumbent US representative to the UN Security Council Susan Rice attempts to place pressure on regional organizations, whether the African Union or otherwise, into referring the Sudan dossier to the Security Council so as to gain a better position for adopting resolutions against the Sudan. In can be said that the continuous Sudanese diplomatic offensive whether at the UN Security Council or among the African countries has so far succeeded in aborting those plans. “However, this does not mean that the diplomatic battle has come to an end as the American animosity will continue reactivating those plans and lurking on the Sudan in different positions,” Murawah said.
The Sudan keeps on informing the friendly nations in Africa as well as those of the world at large, even Un Security Council members on the real situation as the US attempts concentrate on presenting an image that is different from the reality so as to influence the proposed Security Council resolution.
Concerning the six-month extension of the mandate of the mediatory African Union High-level Implementation Panel (AUHIP) despite occurrence of violations that obstruct achievement of peace, Ambassador Murawah said: “We are siding with this frican mediation which has remained exerting efforts ever since pre-independence (of South Sudan) and has demonstrated its keenness on building normal relations between the Sudan and South Sudan and which has accumulated a huge asset of knowledge on the nature of the issues on hand and on the relevant differences. For this reason the AU has decided to extend the mandate on which we agree and we hope that, during this mandate, all will have been resolved and bilateral relations restore to normal.”
· In connection with the impact of the economic conference that was held in Germany on the Sudan’s relations with the European Union countries, the Foreign Ministry spokesman indicated a remarkable improvement in the Euro-Sudanese relations on the bilateral level. He added that the Sudan has arranged and will arrange for conducting cultural and economic activities in a number of European countries for opening up new opportunities of economic partnerships. The Sudan is in need of European cultures and investments while Europe is in need of resources and raw materials which are available in the Sudan, Murawah said. The framework of this cooperation can be expanded, he said, adding: “It may not be accurate to speak about a complete breakthrough in those relations but what has been achieved is a tremendous achievement that will produce fruits in the coming period.”
