Sudan,S.Sudan Joint Communique upon conclusion of official visit to Juba by President Omar Al Bashir

In a new spirit of summit diplomacy aimed at augmenting bilateral cooperation between the two countries, the President of the Republic of the Sudan H E Field Marshal Omar Hassan Ahmed Al Bashir concluded today, Tuesday, 22nd October 2013, a one day official visit to Juba in response to a kind invitation extended to him by H E General Salva Kiir Mayardit, President of the Republic of South Sudan.
Accompanied by a high level ministerial delegation, president Bashir’s reciprocal visit underscores a strong political will by the two leaders to work closely to create a conducive climate for the two countries to prosper economically and to live side by side in sustainable peace and stability.
In this context, the two leaders held important meetings that were frank, cordial and fruitful, covering various aspects of the nine cooperation Agreements signed by the two countries in September 2012.
On the side-line of the summit, the officials of the two countries and business leaders held high-level ministerial and technical meetings to enhance cooperation in the areas of trade and investment, private sector and civil society organizations.
The meetings agreed on the following:-
1- To expedite the identification of the zero line to create the safe demilitarized Border Zone (SDBZ) before mid-November and ceasing of support and harboring of rebel movements in either country.
2- To expedite procedures for opening border crossings between the two countries once the Zero Line has been identified. In this regard, the two sides expressed satisfaction over the progress made with regard to the flow and export of oil.
3- To immediately start coordination between the two countries with the aim of establishing an Integrated Border management Mechanism to facilitate movement of people and goods and regulate other shared benefits.
4- To continue to exert joint efforts to achieve debt relief, lifting of economic sanctions and enhancement of development in the two countries.
5- To abolish entry visas for holders of Diplomatic , Special and Official Passports in order to ease movement of people of the two countries.
6- To organize in mid-December 2013 a meeting of all the bordering states in the two countries with the objective of consolidating the principle of soft borders and facilitating exchange of experience and capacity building at the level of local government institutions.
7- To expedite the operationalization of the work of the Joint Committees on oil monitoring and exportation.
8- To exchange cooperation between the two central banks and banking sectors to facilitate payments and coordinate monetary and banking supervision policies.
9- To direct the Central Banks in the two countries to serve as facilitators for trade, transfers, pension and business activities.
10- To expedite the establishment of Abyei administration, Council and police organs and reaffirm that the 2% share of Abyei Areas in oil revenues, including arrears, will be paid to the Abeyei Administration.
Finally, President Salva kiir Mayardit expressed his thanks to President Omar Hassan Al Bashir for airlifting relief items to the victims of floods in South Sudan.
President Bashir also thanks his brother President Salva Kiir Mayardit for the warm welcome he and his delegation received and extended an invitation to President Kiir to visit Sudan in order to further consolidate relations between the two sisterly countries.
