Sudan and South Sudan Conclude their Talks and Issue the Final Communique
05 November, 2014Khartoum (Sudanow)- The Sudan and South Sudan, on Tuesday, held official talks in Khartoum focusing on issues of mutual interests with the two sides expressing satisfaction over the progress made in the bilateral relations.
The two sides, at the end of their official talks, issued a joint press communique, that indicates that president Salva Kiir Mayardit, the President of the Republic of South Sudan, arrived in Khartoum on the 4th of November 2014, heading a high level delegation.
It said the two presidents held an official meeting between the two sides where they discussed issues of mutual interest, with frankness and clarity.
The communique said the two sides expressed their satisfaction for the progress in the bilateral relations.
It pointed out that the two presidents affirmed their commitment and resolve to develop the cooperation relations to wider horizons in all areas of cooperation with the aim of ensuring the two countries live side by side in peace and cooperation and overcome all the tension that mars relations and remove all hurdles that obstruct the process of cooperation and stability between the two countries.
The communique said the President of the Sudan has expressed Sudan’s hope that the Republic of South Sudan would live in peace stability and reconciliation. He reaffirmed that the Republic of the Sudan will continue the positive role towards the IGAD initiative to achieve that objective and in a way that would preserve the interest of the state of South Sudan and prevent internationalization of the current dispute. He expressed his hope and confidence on the success of the negotiations currently going on under the auspices of IGAD, and which aim at reaching a settlement that guarantee to all South Sudanese people to live in peace and in stability.
It added that the the two presidents have expressed their full determination and keenness to sincerely implement he joint cooperation agreements the two countries signed on the 27th of September 2012, coherently and as one package; they reaffirmed their resolve to overcome all challenges.
It explained that the two presidents have therefore, and within this context, directed all joint committees to immediately convene and resume implementation of the agreement. The committees shall submit their report to the presidential summit, through the Higher committee.
It said these committees include the joint implementation committee, the joint ministerial committees, the joint technical committee.
It said the joint political and security committee meets during current November, to reinvigorate the security arrangement agreement towards the zero line in accordance with the map approved by the African Union High Level Implementation Panel, with the aim to establish the save demilitarized zone and the redeployment of the forces outside the area, reactivation of all mechanisms agreed upon to halt provision of shelter or support to rebel element, in preparation for the reopening of the ten crossing points.
The joint press communique said there would be reactivation of the joint border commission and other joint borders mechanisms.
It indicated that the joint co-chair of the oversight committee on Abyei on the part of the government of South Sudan, be named and that there would be resumption of the meeting of this joint mechanism
It said there would be a full reactivation of the joint mechanisms on the status of citizens, trade, central banks and other issues within the joint cooperation.
It added that the two presidents have renewed their resolve to continue in supporting of oil production operations in Fulug and Adar Yiel fields and to enable technicians re-operate the Wheda field
The communique stated that the two presidents have underlined the cooperation of the two countries in addressing the international community for writing off Sudan’s foreign debts and to secure development support for south Sudan and to support Sudan face the financial gap and lifting of economic sanctions imposed on the Sudan.
It added that within this context the two presidents brought to the attention their decision to renew the time frame set by the donors to write off the debts for two year, hoping the process would be speed up by the donors, so as to support peace and development in the two sister countries.
The communique further, pointed out that the two sides expressed their appreciation for the efforts exerted by the African Union High Level Implementation Panel and its chair, president Thabo Mbeki for facilitation of the negotiation between the two countries.
It said the president of the Republic of the Sudan has renewed Sudan's full backing for peace and stability and reconciliation in the Republic of South Sudan and reaffirmed his earlier directives on welcoming South Sudanese citizens from South Sudan and to provide all assistance for them and to facilitate the humanitarian relief reaching south Sudan via the Sudan, in coordination with the government of South Sudan and the United Nations, in accordance with the known and accepted standards, and within the framework of the tripartite agreement on the issue.
The communique added that the president of South Sudan, has expressed his appreciation and thanks and that of the accompanying delegation for good hospitality and warm welcome accorded to him from neighboring Sudan.
It concluded that the two presidents have reaffirmed their commitment to go ahead with speeding up steps for the implementation of the joint cooperation agreement to serve the people of the two brotherly countries.
